Omega Agent Computer launch surface (AC-02)

Open the Agent menu and choose Agent Computer, or dispatch
agent_computer::OpenPanel. Enter a public-safe objective and start one cloud
turn. Progress and terminal outcome render in the panel. Credentials stay in
the process environment.
The panel uses the same application-scoped omega-effectd supervisor as Full
Auto. If the packaged service component is absent, Start is disabled and the
panel reports an honest unavailable state. Test fixtures are never selected by
the production surface.
