Cut 0.2.0-rc18 Gate 5 of omega#26 asks that a provider handoff be visible to the owner reading the thread. The engine has emitted the note since rc.9; the host refused it, because AgentThreadEntry had six variants and none was a system note. rc11 shipped a handoff that changed which model was spending the owner's budget and left no trace in the thread, which is the silence that gate forbids. a6f8285bdb adds the entry kind and renders it as a captioned rule, unconditionally -- anything the owner must click to see is a disclosure the rc11 handoff would also have passed. The note is idempotent on the engine's own id, so a retry neither doubles a disclosure the owner read nor rewrites it. rc17 was built before that landed, so the refusal string is still in its bytes. Gate 5's exit is bound to shipped bytes and closing it on a source-only green would be the substitution the packet's falsifier forbids, so it needs this candidate. Release Notes: - N/A
