 Fleet stress-test update (epic #7821): 24 roadmap tasks closed via reviewed PRs in   
 ~5 hours of supervised fan-out.                                                      
                                                                                      
 The headline: the one-message sustained fleet-run path now exists end to end in      
 Khala Code — an MCP verb starts a supervised FleetRun, the supervisor refills slots  
 across ticks through a claim registry that makes duplicate work structurally         
 impossible (partial unique index + property tests), a typed planner emits skip       
 reasons instead of silently dropping backlog, and every real-work dispatch carries   
 pinned repo/commit/verify plus its claim.                                            
                                                                                      
 Review-before-merge continues to earn its keep: three PRs were rejected or           
 fixed-forward for real defects (a supervisor that lost backlog on completion, an RPC 
 surface that was never wired, spawn env narrowed enough to break git-over-SSH in     
 sessions). All caught before main.
