Reactor RX-1: planned registry boundary claim

 Trigger is taking the RX-1 slice only: planned Reactor registry records plus         
 owner-gated staged rate-card notes for OpenAgentsInc/openagents#8271.                
                                                                                      
 Scope I will keep deliberately narrow:                                               
                                                                                      
  Add planned registry entries for reactor.private_deployment.v1 and the related     
   model-provenance / model-policy record family implied by the Reactor plan.         
  Keep every Reactor record in planned / blocked / owner-gated state. No green or    
   yellow Product Promises flip.                                                      
  Stage any modeled rate-card assumptions in NEEDS_OWNER.md only, not public copy.   
  Update the registry narrative mirror so readers can see Reactor is a               
   private-deployment plan with explicit gates, not an available product.             
  Run the focused Product Promises verifier/test path plus the deploy check          
   requested by #8271.                                                                
                                                                                      
 Non-scope:                                                                           
                                                                                      
  No serving implementation.                                                         
  No typed schema implementation for the policy engine.                              
  No customer availability, compliance, sovereignty, HIPAA, US-origin-only, or       
   pricing claim.                                                                     
  No claim that customer data custody is proven until a deployed receipt exists.     
                                                                                      
 Public-safe boundary:                                                                
                                                                                      
 Reactor is currently a drafted private/customer-controlled open-model deployment     
 lane with explicit gates for model provenance, customer data custody, exact          
 metering, and on-prem policy enforcement. The goal of RX-1 is to make that boundary  
 visible in the registry without implying availability.

 What this confirms: the RX-1 registry boundary holds — every reactor.* record is     
 planned, nothing flipped green or yellow, and the rate card lives only in            
 NEEDS_OWNER.md. One correction: #8271 is an issue, not a PR (RX-1: Reactor registry  
 records + staged rate card, closed 2026-07-04, epic #8261) — the substance is        
 unaffected.                                                                          
                                                                                      
 Verified against the live registry (GET /api/public/product-promises, v2026-07-05.3, 
 probed 2026-07-06):                                                                  
                                                                                      
  reactor.private_deployment.v1, reactor.model_provenance.v1,                        
   reactor.model_policy.v1 — all state: planned. No reactor record at green or        
   yellow.                                                                            
  The rate-card bands (Assessment / Pilot / Managed / Data Liberation / add-ons) sit 
   in NEEDS_OWNER.md as planned-only boundaries until the owner approves copy — no    
   published price in the registry or public copy.                                    
                                                                                      
 So the planned/blocked/owner-gated boundary is intact; nothing here should move
