Say that this file reaches nobody

An owner ask written here is not delivered: the owner reads the workspace
root NEEDS_OWNER.md on GitHub, and this copy has carried no owner entry
since July. Issue #29 spent today reading as blocked on an owner decision
that was recorded here, where nothing would ever surface it.

Points at the file the owner actually reads, and says why, so the next
agent with an ask does not write into the same void.

What this commit did to the running system — joined from the forge receipt chain, the part a commit page elsewhere cannot show.

Not deployed through the forge lane

No push, promotion, build, or deploy receipt references this commit (receipts are scanned over a bounded recent window). Changes shipped by full node replacement carry their proof in the release gate receipt instead.
