Point the orchestrator at repos/OpenAgentsInc/openagents.com/issues. Each agent claims one issue, implements it, opens a stacked pull request, and records receipts. If the backlog drains before the free window closes, generate more issues from overall project goals rather than idling lanes.

Driver updated: dispatch now originates from the /chat console (#55), runs through the orchestrator (#41) onto cloud computers, and lanes fail over via #56. This issue stays as the measurement loop: raw versus productive tokens, cache hit rate, input/output split, per-lane attribution.
